Statement by Minister Biruta on Rwanda joining the Climate and Clean Air Coalition

Rwanda is proud to have joined the Climate and Clean Air Coalition. Thank you for so warmly welcoming us to the coalition family. We are happy to add our voice and support to this important cause.
 
I would like to first thank all those who recognised Rwanda in regards to the Kigali Amendment to the Montreal Protocol. We could not have achieved such a historic milestone without the commitment and hard work of so many, including the Climate and Clean Air Coalition. The Kigali Amendment bears the name of our capital, but it is something we can all be incredibly proud of. 
 
Rwanda would like to support the call to action on black carbon. While we might not have heavy industries, older vehicles and diesel powered generators are polluting our air, especially in our cities. To help reduce this challenge, we recently increased taxes on older vehicles, as well as introduced mandatory emissions testing for all vehicles. Another major challenges we are facing is emissions from biomass burning (mainly firewood and charcoal), which is the main source of energy used for cooking.
 
We are establishing the Rwanda Climate Observatory, which will provide us with the data we need to make informed decisions about how to reduce black carbon. These efforts are being facilitated by the adoption of a groundbreaking law on air pollution. 
 
Therefore, we look forward to working with coalition members to learn from one another and share experiences to boost our collective efforts. 
 
I notify the Chairs and Secretariat that Rwanda would like to add its name to the call to action on black carbon by joining the initiative on championing cleaner diesel fuels and vehicles and in establishing black carbon inventories as detailed in today's communique. 
 
Once again, we are proud to join the Climate and Clean Air Coalition and look forward to working with all members to reduce short-lived climate pollutants.
